Return Operator addition of self and other, overloaded by +.

Parameter: other (OperatorBase) – An OperatorBase with the same number of qubits as self, and in the same ‚Operator‘, ‚State function‘, or ‚Measurement‘ category as self (i.e. the same type of underlying function).
